The Regional Centre for Lifelong Learning of the Southeast Asian Ministers of Education Organization (SEAMEO CELLL) was established under Decision No. 1561/QD-BGDĐT dated April 23, 2012 by the Minister of Education and Training, and the Memorandum of Agreement signed by the Government of the Socialist Republic of Vietnam and SEAMEO on 20/3/2013.
