The SEAMEO CELLL’s fourth Governing Board Meeting and the Round-table Meeting on Building Learning Societies in Southeast Asian countries were convened in the meeting room, SEAMEO Regional Centre for Lifelong Learning (SEAMEO CELLL) in Ho Chi Minh City, Vietnam on 18-19 November 2019. The SEAMEO CELLL’s Governing Board Meeting was attended by five Governing Board Members (GBM) including two alternates, two ex-officio members, one representative from the Ministry of Education and Training, Vietnam and three observers.
At this fourth Governing Board Meeting, The Singapore GBM was elected Chairperson, the Brunei GBM was appointed Vice Chairperson and the Vietnam GBM Chief Rapporteur.
In the meeting, SEAMEO CELLL reported the follow-up actions of the third Governing Board Meeting and the Centre’s operation in the last fiscal year 18/19, followed by the presentation on proposed budget and programmes for the fiscal year 19/20. The working papers were fully endorsed by the GBMs.
On the following day (19 October), during the Round-table Meeting, a total of three presentations were made on building learning societies by Dr. Ethel Agnes Pascua-Valenzuela, SEAMEO Secretariat Director, Mr. Khau Huu Phuoc, Manager of Research and Training, SEAMEO CELLL, and Ms. Tong Lien Anh, Programme Specialist, Department of Continuing Education, Ministry of Education and Training, Vietnam. In this regard, Dr. Ethel Agnes Pascua-Valenzuela advised having a clearer framework of building learning societies in the Centre’s project proposal and also suggested that SEAMEO CELLL explore different sources of funding including SEAMEO’s funding of ICC projects
