Regional Training Workshop June 2022 – SEAMEO CELLL marks its ten-year development

 

On 23-24 and 28-29 June 2022, SEAMEO CELLL marked its ten-year milestone of development with two regional events: a capacity-training workshop for teachers of adult learners, and a workshop on building learning societies.

The capacity-training workshop “Key Principles and Methods of Teaching Adult Learners Online” is one of SEAMEO CELLL’s continuing undertakings to skill and upskill instructors in adult education centres, community learning centres, and universities. The workshop provided the participants with key knowledge of Malcolm Knowles’ andragogy, online tools and platforms for teaching, and above all, application of Malcolm Knowles’ andragogy in online teaching. Speaking at the introduction to the workshop, Mr. Khau Huu Phuoc, Research and Training Manager, pointed out that there is much difference between teaching children and adults, and that teachers bringing the teaching methodology which they learned in universities into classes of adult learners will not inspire or engage learners in the lessons because pedagogy is not a perfect fit for teaching adults. The workshop was attended by teachers and leaders of universities, adult education centres, SEAMEO centres from the Southeast Asian region. Those participants who successfully completed the post-workshop assessment are awarded a certificate.

Previously, in 2021, SEAMEO CELLL developed a curriculum for training mangers of adult education centres with the financial and professional support of DVV International, Institute for International Cooperation of the German Adult Education Association. The material titled Curriculum ManagerALE was globally launched by DVV International in May 2022 and will be used in projects by the organisation in different regions of the world.

The second event “Roles of Learning Societies in Lifelong Learning Promotion and Progress of Development in Southeast Asia”, conducted in a blended mode, received active participation from Southeast Asian countries and international organisations. In his introduction to the workshop, Associate Professor Dr. Nguyen Van Phuc, Deputy Minister of Education and Training of Vietnam, highlighted that building learning societies is a great and firm policy of Vietnam, which has implemented through its own projects since 2005, currently in its third phase with a focus on digitalisation to maximize and optimize learning opportunities and education quality for all citizens.

Five countries – Indonesia, Malaysia, the Philippines, Thailand and Vietnam – that have their cities registered in the UNESCO Global Network of Learning Cities shared their experience in making lifelong learning more and more easily accessible to all people, and cities more and more livable. SEAMEO, ASPBAE, SEAMEO centres  reported on their contribution to the making of learning societies through multiple initiatives and programmes in the Asia-Pacific region. The presentations drew much attention and interest from the participants.

The second day of the event were attended by the Continuing Education Department of the Ministry of Education and Training of Vietnam, provincial and city Departments of Education and Training, universities, and other education institutions in Vietnam.

Mrs. Vu Thi Tu Anh, Deputy Director of Continuing Education Department, member of the Board of Directors of SEAMEO CELLL, gave a speech appreciating the active role of SEAMEO CELLL Center over the years, contributing to development of the field of lifelong learning in the country and the region. Mrs. Tu Anh also acknowledged the Center’s difficulties in the past 3 years without an official director, being heavily impacted by COVID-19; at the same time, Mrs. Tu Anh strongly believes in the leadership of the new Center Director and the development of SEAMEO CELLL in the foreseeable future.

The workshop proceeded with Mr. Khau Huu Phuoc summarising the best practices of the five countries, and elaborated on the expected features of learning cities that UNESCO proposed in its Guiding Documents on Global Network of Learning Cities.

Dr. Le Thi My Ha, SEAMEO CELLL Director, in her warm welcome remarks, referred to the event as a marking of the ten-year journey of the centre. She expressed her appreciation to the first Board of Director, Mr. Le Huy Lam and Ms. Vu Lan Chi, who built up the centre from the start and gave it an initial powerful push to become a regional centre known to many international organisations such as UNESCO, DVV International, ASPBAE, PRIA, and the international education community. Mr. Lam and Ms. Chi are a real source of inspiration for her to continue with the centre mission towards its vision of a centre of excellence in lifelong learning for the region. Dr Ha also thanked Dr Ho Thanh My Phuong, Director of SEAMEO RETRAC, who had generously taken charge of the centre after the first Board of Director finished their term.

Next, Dr. My Ha shared about the development orientation of SEAMEO CELLL Centre into SEAMEO CELLLA Center – adding the function of assessing the quality of education. Thus, the Centere’s functions in the coming time will include (1) helping SEAMEO and Vietnam to research and advise on strategies, policies, activities in Lifelong Learning, assessment and quality assurance of education for Southest Asian countries and ASEAN; (2) assisting the SEAMEO Secretariat in organizing and implementing assessment activities of the Southeast Asian Primary School Student Assessment Program (SEA-PLM); (3) training educational administrators, teachers and other units with demand for Lifelong Learning, assessment and quality assurance of education for Southeast Asian countries and the world; (4) organizing the implementation of  Lifelong Learning programs, assessing and ensuring the quality of education in Southeast Asian countries, ASEAN and other countries ; and (5) providing consulting services, public services and technology transfer on Lifelong Learning, quality assessment and assurance of education for Southeast Asia, ASEAN and other units if in demand.

Also, Dr. My Ha stated the organizational plan and a specific plan to develop the SEAMEO CELLLA Center in the period of 2022 – 2030 with the following focuses: (1) developing a strategy and long-term plan for the Center for the development of Lifelong Learning and Education Quality Assessment; (2) developing the competency of Centre staff, as well as a system of domestic, regional and international experts and collaborators; (3) promoting communication on Lifelong Learning and Education Quality Assessment and Assurance; (4) providing study-abroad service, career orientation, human resource supply, foreign language teaching, and Vietnamese teaching and learning in Southeast Asian countries and internationally; (5) developing the Centre into a unit that organizes exams, assesses competency and foreign languages; and (6) developing public services for Lifelong Learning, educational assessment and quality assurance.

SEAMEO CELLL’s ten-year journey was marked with the MOA signing between SEAMEO CELLL and Training Support and Human Resource Development Center (TSC) – Ministry of Education and Training, Research, Application and Experimental Technology Company (VN247.REAP-Hevobooks), Hanoi Metropolitan University, Hong Duc University, Van Lang University, Mekong University and iTEP Education Technology Joint-stock Company. The signing ceremony opened up a new stage of development of SEAMEO CELLL in achieving its mission of providing learning opportunities to all.
