On October 15, 2024, SEAMEO CELLL held its 9th Governing Board Meeting (GBM9) at the Center’s office building in Ho Chi Minh City.
The meeting welcomed Datuk Dr. Habinah Abdul Rahim – Director of the SEAMEO Secretariat, along with Governing Board Members (GBM) from nine Southeast Asian countries: Dr. Sheikh Lukman bin Sheikh Abdul Hamid – GBM from Brunei, Ms. Philany Phissamay – GBM from Laos, Dr. Win Pe – GBM from Myanmar, Ms. Suraya Hani binti Salleh – GBM from Malaysia, Assoc. Prof. Dr. Sim Soo Kheng – GBM from Singapore, Mr. Phel Phearoun – Representative of GBM from Cambodia, Dr. Edward Jimenez – Representative of GBM from Philippines, Ms. Punramol Sutthirit Miller – Representative of GBM from Thailand, and Mr. Sumardi Bin Haji Abdul Hamid, assistant to GBM from Brunei, who attended in person. Assoc. Prof. Dr. Vũ Thị Tú Anh – GBM from Vietnam participated online.
As a centre under the Southeast Asian Ministers of Education Organisation (SEAMEO), SEAMEO CELLL had strictly carried out its roles and duties, including organising the annual Governing Board Meeting in October.
The objective of the 9th Governing Board Meeting was to summarise and evaluate SEAMEO CELLL’s activities during fiscal year 2023/2024 and set directions for the 2024/2025 fiscal year.
Opening the meeting, Dr. Le Thi My Ha – Director of SEAMEO CELLL – warmly welcomed Datuk Dr. Habibah Abdul Rahim and the Governing Board members. In her speech, she briefly summarised SEAMEO CELLL’s activities during the fiscal year 2023/2024.
Following this, Datuk Dr. Habibah Abdul Rahim delivered the opening remarks, welcoming the Governing Board members and acknowledging SEAMEO CELLL’s progress over the past year.
Datuk Dr. Habibah Abdul Rahim then facilitated the election session for the meeting chairperson, vice chairperson, and chief rapporteur. After discussions, all delegates unanimously elected Dr. Sheikh Lukman bin Sheikh Abdul Hamid

SEAMEO CELLL presented a total of nine documents, including one from the SEAMEO Secretariat and eight from SEAMEO CELLL. After a day of serious discussions and feedback, all documents presented by SEAMEO CELLL were approved by all the present Governing Board members. The Governing Board acknowledged the progress that the Centre has made through its achievements of last year’s plan. One important document, related to the letter of nomination for Dr. Le Thi My Ha as the Center Director for a second term, signed by the Minister of Education and Training, was unanimously approved by the Governing Board with 100% agreement.
The significant meeting concluded successfully at 6:00 PM on the same day, marking an important step in the Center’s activities and development direction. At the end of the meeting, SEAMEO CELLL’s Director expressed deep gratitude to all the delegates for their serious and active contributions, which contributed to the success of the meeting.
SEAMEO CELLL believed that the positive outcomes from the meeting would serve as important directions and motivation for the Center’s development in the future.
