SEAMEO CELLL and SEAMEO TED signed technical and vocational education cooperation agreement to promote lifelong learning

On the afternoon of May 23, the SEAMEO Regional Center for Lifelong Learning  (SEAMEO CELLL) held a working session and a signing ceremony of a cooperation agreement with the Southeast Asia Regional Center for Technical Education Development (SEAMEO TED). This activity aims to strengthen the cooperative relationship between the two regional centers in the SEAMEO network, aiming to improve the quality of technical and vocational education (TVET) and promote lifelong learning in the region.

Attending the event, on behalf of SEAMEO CELLL were Dr. Le Thi My Ha – Director of the Center; Mr. Khau Huu Phuoc – Head of Research and Training Department; and staff of the Center. Representing SEAMEO TED was Dr. Songheang Ai – Director of the Center; Ms. Qin Ziyan – Special Advisor. The event also had Mr. Nguyen Hoai Nam – Founder, Chairman of MedArmor Company – a strategic partner of SEAMEO CELLL – attending and sharing the direction of interdisciplinary cooperation.

In her opening remarks, Dr. Le Thi My Ha expressed her pleasure to welcome the SEAMEO TED delegation and emphasized the importance of strengthening the connection between centers in the SEAMEO system. She affirmed that in the context of regional education facing many challenges and opportunities, sharing knowledge, experience and developing together is necessary to enhance the capacity of the whole system.

Following the program, Mr. Khau Huu Phuoc gave an overview of SEAMEO CELLL – a center with the mission of promoting research, training and policy development in the field of lifelong learning. He particularly emphasized the strategic directions of the Center in the Second Five-Year Development Plan, including actively integrating artificial intelligence (AI) into education, international research cooperation, and developing flexible learning models for adults.

On the part of SEAMEO TED, Director Songheang Ai introduced the main functions of the Center in supporting member countries in building technical education programs and finding solutions for sustainable human resource development. He expressed his desire to cooperate extensively with SEAMEO CELLL in areas such as research, organizing workshops, training teachers and sharing resources.

Notably, Mr. Nguyen Hoai Nam – representative of MedArmor – introduced the AI-integrated healthcare model that is being deployed in Vietnam and in the near future in other countries in the region. As a partner that is closely coordinating with SEAMEO CELLL, MedArmor wishes to expand cooperation with SEAMEO TED in interdisciplinary programs on technical education in the medical field.

After the exchange, the signing ceremony of cooperation between the two Centers was solemnly held. The memorandum of understanding established the main cooperation contents, including: exchanging experts, organizing seminars – training – research, jointly developing training programs, joint publishing, sharing resources and submitting applications for regional research grants.

The program ended with the exchange of souvenirs and group photos, demonstrating the spirit of friendship and solidarity between the two centers and related parties. The cooperation agreement will be a solid initial foundation for implementing specific and practical activities, contributing to improving the educational capacity of the Southeast Asian region in the coming period.
